Bug detailed description:
--------------------------
For the xen unstable(cs 22904), we used "xenpm start" to get xen power status.
But there have no output when run "xenpm start". We also try other xenpm
command, all of them are fail to work.
This is a regerssion, it used to work.

Reproduce steps:
----------------
1.install latest xen(22904) and reboot
2.run xenpm start to start collect power statistics.
3.CTRL+C to stop the collection

Current result:
----------------
no output, all the data is null

Expected result:
----------------
show the power statistics

Basic root-causing log:
----------------------
