Anons can no longer make minor edits
It is my understanding that this was the consensus, so I have disabled
the "minor edit" checkbox for anonymous users. The reasoning here is
that an anon can never gain the trust necessary to have his edits
ignored by some users.

Note that the checkbox is simply not rendered, an anon can theoretically
still get an edit marked as minor with URL magic. I'll try to get to
that later.

This is not good. Please change it back until this can be better discussed.

This is a wikipedia-l issue, not wikitech-l issue.

If it is for all wikipedia's, it is a Intlwiki-l issue. Wikipedia-l is only
the second list of en.wikipedia.

intwiki-l should be abolished and the wikipedia / wikien-l distinction
should be more actively enforced.

This is a misunderstanding. Wikipedia-l is for policy issues for all wikipedias.
Intlwiki-l is for discussion of specific issues of internationalization.

This /is/ a Wikiteck-l issue because allowing anon users the ability to make
minor edits was a bug. Phase two /did not/ allow anon users to make minor
edits and this feature was lost when Phase III was written.

I disagree. IntlWiki-l should be about non-policy related interlanguage
coordination issues and it should serve as the general mailing list for any
Wikipedia language that does not yet have a mailing list.

Wikipedia-L is the /policy/ mailing list. General mailing lists are language
specific if there is enough traffic to substantiate having a separate list or
Intlwiki-L is used.

See above about Intlwiki-l. Wikipedia-L is about policy for the whole project.
There still is some talk on that list that is en.wiki specific but that's
only because that list for /so/ long about project-wide policy and general
en.wiki business.
