Is there any recognised way to remove the Copyright affirmation from
Special:Upload, or will I have to hack it out? (like the copyright
notice on the Edit page).

Sorry, ignore that, figured out what to do to get something a bit more
acceptable ($wgUseCopyrightUpload = "false";)
