Best way to accomplish...
... an additional workflow step? We would like for it to be the case
that only the reporter of an issue (in this specific case, when that
issue is a bug) can close that issue (as opposed to the developer
resolving it as fixed).

This isn't always possible if tickets for bugs can be submitted by
anonymous users, but still.

I didn't see in TracAdmin a facility for changing the resolve-ticket
list of actions; I assume it's more complex than simply adding a
"fixedpleaseconfirm" option.
