I know I'm missing something obvious, but how do I get the editor bar
seen here: http://projects.edgewall.com/trac/newticket (B, I, A, etc.)
to show up in my copy of Trac?

That will be included when 0.8 is released. In the meantime you'd have
to checkout the code from the Subversion trunk.
