Can you point me to docs on how to link the logs with the tickets? We're
using tortoise as a front end, and it's something we'd like to have (this
file commit relates to that ticket)

To do a trac-admin initenv, you would need to have a repository on the
filesystem, but as it would be a 'dummy' just to make the initenv work, you
could create an empty repo elsewhere, and just copy the files over - then
change the permissions as Daragh suggests.
The downside of not using Subverion is that you would lose the facility to
hyperlink between log messages and tickets, which is a great feature.

I agree that Trac is a great framework, and could be useful even without the
SVN part. The code is intertwined, but you might be able to install Trac
(with SVN, of course) and then just disable the SVN part through security.

Is it possible to install and use Trac without Subverison?
I am interested in the Wiki and Issue Tracking system but could live without
the Subversion integration since we are using CVS and do not intend
switching in the short term. Also, Web Hosting services generally do not
offer Subversion and CVS but I would like to install Trac on one of these
services.
Is this possible? Or am I cutting 75% of Trac's functionality?
