I just installed it yesterday without this problem.

I have a ticket in for a separate problem, since I install on D:. (and my
Python is in D:\Python23)

HOWEVER! My siteconfig.py does show C: and not D: drive, although I don't
know what effect it had..

The file siteconfig.py that is generated by the windows installer has
mistakenly set the paths to the python folder. I am not using the default
c:\python23 folder for python but the installer used this path.

My python is in C:\BigApache\python but the file contains this:
