I have done sections 4.3 to 4.5 of the RFC and committed spftest.yaml.
Embarassingly, pyspf flunks 6 tests (having to do with SPF override).
I was thinking about splitting the suite into top level sections. We
could have section4.yaml, section5.yaml. Comments?
