The only non-GPL getopt_long I have found so far derive from NetBSD, with what I
think is the early version of the BSD license. Is that too restrictive for us to
use?

Here's an example from a Windows port that would otherwise be handy to use:

NetBSD is moving toward the 3-clause license where possible (see
http://www.de.NetBSD.org/Goals/redistribution.html). If there is
interest, I could ask about changing the license. The latest revision of
getopt_long.c still has the 4-clause license.

If they change the license, it would make it easy for us to use.

Another possibility would be if somebody can point to a getopt_long
implementation in the Apache Portability Runtime library -- I'm confused because
I found a reference to apr_getopt_long in a header, but no code.
