"Unfortunately" does CPAN support many different ways to fetch stuff. wget is
just the fallback (besides ncftp and the plain ftp client), per default it
uses (AFAIK) libwww-perl, which (again AFAIK) determines the need for passive
FTP automagically. I don't think we should document for each possibility. We
could write "look at the CPAN man page if it doesn't work" but I think that
should be obvious...

I'd say we should at least point to the CPAN docs and maybe put in a
line or two about what CPAN is. I think we can expect people who install
SpamAssassin to have some technical ability, but if they're new to Perl,
they may not know about CPAN etc.
