detects newer Mailman lists as __KNOWN_MAILING_LIST

List reminder detection worked for non-localized installations only.
Now this works language-independently at least for Mailman 2.1 or newer.

Some comments updated with observations of Mailman 2.x headers.

This built OK after I patched it against the current code from SVN, and it
detects both old and new Mailman lists reliably now. My patch to avoid FPs
(claiming FORGED_MUA_THEBAT_BOUN) depends on this.
