As far as I can tell, the "detail" modifier does not actually
change behavior at all. If you grep the ripd source code
for DEBUG_DETAIL, this flag is never used other than
in rip_debug.c for configuration. So perhaps the simplest fix
would be to remove the "detail" modifier entirely? Or is
there some behavior that this ought to be controlling that
should be patched to make this work?

remove the packet debug "detail" modifier

Here is a tentative patch that disables the "detail" modifier.
However, it will still not accept the old improperly generated
configs. Is it worth enabling a "debug rip packet detail" command
so that the incorrect configurations will work? Or is it sufficient
to fix the problem going forward?
