[Bug 422] New: BGP session does not reach "Idle (PfxCt)" with max-prefix limit set whilst a route leak occours

I have had several instances where a peer (in a route-server enviroment) leaks a
full table to a route-server casuing bgpd to take cpu of the platform to 85%
usage. The session does not reach "Idle (PfxCt)" state when a max-preifx limit
is set and all other established sessions are dropped.

bgpd needs to be killed and started for restoration and the offending peer shutdown.
