This looks like the problem is failure to properly deal with messages from the
kernel when the address is reconfigured. Can you add a trace of the kernel
netlink(?) messages while the reconfig happens?

You need to enable 'debug zebra kernel'. Then use
the 'show logging' command to make sure that the
debug output will be captured somewhere.

Also, is there any chance you can try with a newer
version of quagga (e.g. a 0.99.7 CVS snapshot) to
see whether this has problem has been fixed? At
this point, 0.98.3 is pretty old. If you need to
stay in the 0.98 series, how about upgrading to 0.98.6?
