Personally I do not think the p5p archives are useful enough (read:
useful enough for wide enough populace) to be in the CPAN.
However: the archives _are_ useful for the p5p and it would not
be a bad idea if I mirrored them to, say, funet so that the
trans-Atlantic links could have some rest. How would that sound?

ftp://ftp.funet.fi/pub/languages/perl/perl5-porters/
could be a mirror of the current NICOH p5p stuff.
