I'm interested in building openssh with openssl-3.0, mainly because it supports
offloading to linux ktls. I run into the following problem described here:

and the fix by Tom.III:

I took the patch and it works and decided to try up-streaming it. I added some
configure magic, so that the patches compiles with openssl-1.1.x and the
openssl-3 top-of-tree.
After reading the openssh github page, I decided to create a bugreport on
bugzilla and upload the patch there:

Is this the preferred way to contribute?
