DVB Setup Doc Part #1

I haven't had time to write any code for Myth so I've done some work on
documenting how to get DVB working.

What I've written so far isn't MythTV specific, it covers getting the hardware
and drivers installed and testing that the card works properly. The details of
configuring Myth will come later.

If anyone feels like having a read and sending me comments it's at:

I could do with info on the specifics of setup for DVB-S and DVB-C or getting a
USB adapter working if anyone has done this.

Martin, thanks for documenting this.
I'm close to release a new version of mythchannels that will continue just
after you have done. I'm attaching a preview fyi...
