web app: Channel editor and Schedule improvements

Channel editor: Add an expandable section called "Advanced
Settings" containing a selection for Multiplex and
Service ID.

Schedule Recording: Move "Use Template" to top of list and
remove "Apply" Button. The template will be applied to the
rule as soon as it is selected.

Web app translation utility improvements

- Display help text if no parameter is supplied.
- Automatically delete strings from language files if they have been
deleted from the en_US file.
- A new --flag option to flag keys that have been manually changed in
en_US to force them to be re-translated.
- Change listlaguages option to use the list in the code rather than
duplicating the list in the print command.
