Always enable renderOneFrame in fast-forward/rewind.
Previously, this was only done when using mediacodec. It was
originally added to work around an issue where already decoded frames
would not render after a decoder seek. This had the positive effect
that changing ff/rew speeds, including stopping, was slightly but
noticeably more responsive.
