So I took a look around.
Mousing over the TWC listing at SiliconDust for 27601 (Raleigh, NC):

listing for ABC\ HD is "117 MHz".
Also Midband channel 99 matches with a 117 MHz center freq for QAM,
according to:
http://en.wikipedia.org/wiki/North_American_cable_television_frequencies#North_America_cable_television_frequencies So you want whatever is at 117 MHz, to get ABC.
BTW, midband freq's on Cable TV systems uses the same frequencies as
terrestrial over the air FM radio and VOR (and DME?) navigation
stations. So midband freqs are never used over the air for TV.
However, if you have an amplifier with an "FM trap" (aka broadcast FM
station notch filter), you must set the trap to "Out" to avoid notch
filtering out the midband freqs.
Other than that, you'll want to make sure the cable plant that is under
you control is as good as it can be:

The signal measurment from the hardware is meaningless without a signal
lock first (i.e. the measurement is junk).

mplayer has a search order for channels.conf files. It prefers the one
in ~/.mplayer/channels.conf first, IIRC.
I'm not sure that 50 is a channel number, it might be an error code from
mplayer. *shrug*
