It's funny as it works when you catch it early in the morning, but
sometimes later, it will not .

The first one who logs in breaks it ... While you are logged on the first
time there are no problems, once you logout it's not possible to get back
in.

I set it up on my home virtual server and do not have that problem.
I do have other problems, but I think they are related to either
permissions or apache setup.

The quoted github issue above explains a possible reason:
demo1 /i/demo1/process Bcrypt passwords unavailable. Are Digest::Bcrypt and
Crypt::Random installed?

If you have those modules installed then you are likely not having the
issue.

I think you're right, but the failure mode seems to be that it's wiping
the crypt password from the db. We need a better failure mode than that.

Also UPGRADE needs to mention the need to install those two modules.

It doesn't affect existing catalogs, as promotion has to be activated
like in strap:

UserDB default promote 1

Unfortunately it does, because it's in catalog_after.cfg:

UserDB ui crypt 1
UserDB ui bcrypt 1
UserDB ui promote 1

...unless that's not replaced on upgrade, it might not be.
