There are two packages I know of:

- the "standard" keyserver at http://www.mit.edu/people/marc/pks/
- the Highware keyserver, which is free for non-commerical use,
at http://www.highware.net/openkeyserver/oks.html
It runs at http://www.keyserver.net/.
