I had this problem as well.

After you have untarred the download file , look in the gnupg file you
have created. There is a folder called docs (if I remember right) . I
inserted the new file before i ran' make'. NOT' make install' as indicated

It worked OK for me .

Yep. That was the kicker. The new gpg.1 has to be in place before
running `make`. Thanks!
