crl retrieval via http proxy
What must I do to configure dirmngr to use a http proxy?

If I execute:

env http_proxy=http://192.168.1.4:3128/ dirmngr --fetch-crl
http://onsitecrl.verisign.com/USGovernmentDODIECA3G2Encryption/LatestCRL.crl

my firewall log shows a blocked attempt to access port 80 indicating the
http_proxy environment variable is not honored.
