The documentation of dirmngr should contain a section
on the search strategy for queries:
* Flow of LDAP/http/ocsp queries
* which orders are applied?
* which queries are done?
* which are the criteria that a query is stopped?
All in all the documentation must provide a good clue
on why a certain query oder check might have failed.
(No, the log-files are not sufficient to explain this).
