As a newbie gpg user, I'm surprised I need to enter a passphrase before
importing public keys. Perhaps gpg is a bit over-eager here?

This is a relict from an early idea, where I decided to sign all local
data (that in ~/gnupg) but it turns out that this would be an annoying
"feature" and so I disabled the checking.

I'll remove that stuff completely
