Gnome Battery Monitor
This is probably a common problem, but find nothing of it in the FAQ
I have a laptop, and i have APM support enabled in the kernel
the Gnome battery applet is installed, but doesnt fill up / empty
what is odd is it can tell when its connected to AC power and when its not

I heard i had to power up the laptop and let the battery drain totally
and then re charge for it to work out the scale, but no joy with that
option either

any hints?

Try ACPI instead of APM.

Your BIOS may have a battery monitor. Does that work right?

Does it just stay at 0%? If so, you probably don't have APM or APCI
installed right. I've found http://www.linux-laptop.net/ to be a
great resource and it has a few gentoo installations as well.
