If the feedback is in the nature of bugs, then bugs.g.o is fine. If the
feedback is in the nature of comments or general requests for information,
then the freenode channel #gentoo-sparc is often pretty good. Also, there
is a fairly active sparc forum at forums.gentoo.org, but response is
slower.

Also, you can send your comments in mail like this, but addressed to
gentoo-sparc@gentoo.org (instead of sparc@gentoo.org), as in how I changed
the address on this note. gentoo-sparc@... has a much wider distribution
so is more likely to get a response to your notes.

There are certainly sparc-32 users around (I admit to having an SS20), so
don't let that slow you down. Feedback of the nature you are describing
is always welcome. (Translation, I like to see it, and I'm the one
responding right now. Others, of course, might be responding
differently.)

Doubtless others will have different opinions, so you will have the option
of picking and choosing, then pointing to whoever's suggestions you are
following. :)
