My palo.conf says:

--commandline=2/kernel-2.6.8.1-pa7 root=/dev/sda3 HOME=/
--init-partitioned=/dev/sda

Please compare this to yours (of course they won't match exactly). Pay
special attention to the double dashes ("--") and that case matters,
therefore ROOT=/DEV/SDA5 won't work as desired.
