gentoo-dev-announce and related gentoo mailing lists changes
Heya folks,

As the outcome from the last council meeting, and a technical
shortcoming of mlmmj, we're changing how gentoo-dev-announce works
slightly, to make things more flexible.

gentoo-dev-announce will no longer automatically cross-post to
gentoo-dev (it only half-worked before, doubling some cross-posts, and
losing others).

Additionally, the reply-to on gentoo-dev-announce is no longer forced to
any value. This allows other Gentoo development lists like releng to
send their own announcements to dev-announce, with their own reply-to
set.

If you send a message to dev-announce, and expect a discussion to take
place relating to it, you should manually cross-post and set reply-to
suitably.

To ease the change, every developer that was not on -dev-announce should
have received a confirmation message to join. You should have been on
-core as well, 13 of you weren't and got added back at the same time.
