Are there any references to other programs which have made this change?

I'd like to be able to view approved code before committing a change
as GnuTLS tends to bit hard if you get things wrong!

Not that I know of. The change in GnuTLS is brand new and was prompted by exim
on Debian (being compiled against GnuTLS) bombs out with Symbian SMTP clients.
