Since my bug (wishlist) report has been marked as a duplicate, I'll explain the
difference.

My particular request was for the ability to remove headers, which are already
defined, in any ACL, including the data ACL. Further, the feature should have
the ability to remove specific headers, based on header content, not just based
on what's before the ':' in the header.

This report, from what I understand, is limited to headers not yet defined, and
is limited to ACL entries before data.
