I am using "encrypted = *" in an ACL as well as "hosts_require_tls = *" in
transport. It is perfectly fine that way, as it allows for fine-tuning of
incoming vs. outgoing requirements.
Sure, an additional global option would make it easier to just "generally"
require TLS but it's already achievable now. So... not really necessary IMO.
