You can do this in CCME, but I am not sure how to do it in CCM....

No there is not a function in CallManager as of yet. I have not seen
this feature mentioned on any feature roadmaps either.
Depending on what you are trying to accomplish, there may be a way to
facilitate this. For instance, in Unity you can route incoming calls
based on time schedules, you could also block all voice calls on an IOS
gateway using a time based ACL.
What is the problem you r are trying to solve with time of day
restrictions?
