Is the translation pattern configured in the Gateway or in Call Manager?
I imagine it is on the CM. Are the old numbers being routed into the
new system through the gateway only? If so, then you will have to put
0 and 0512 in unique partitions. Then setup a CSS assigned that can
get to this partition that contains 0512 and assigned it to the Gateway
so that the Gateway has access to the the partition with 0512. Do not
assign the partition that 0 translation pattern in to the CSS that that
Gateway is using. By doing this, the 0 translation pattern cannot be
accessed from the Gateway.

How are you testing now?

So how do I remove the overlap? The phone number is 503-472-0512. CM /
MGCP Router strips it down to 0512. It used to be a POTS line and now
is being routed down the PRI to the new ext. 5920. Can the MGCP Router
change it before it gets to CM?

Scott,

have 0 for operator and 0512 creates an overlapping dialplan.

when you setup the operator 0 translation pattern that is marked
for "urgent priority" by default which means anytime ccm receives
the digit string "0" it will match this pattern and immediately route
the
call.

Under route patterns you have the option of enable/disable urgent
priorty.

There really is no clean solution when using overlapping dialplan.
Your best bet is to remove the overlap.
