Why would it say the operator is not available?

Go into the subscriber setup for the mailbox you want to do this to.
Select the number 0 button, and select the transfer to phone box, enter
the
DN of the operator.
You can set this globally or for a group of phones by making this a
default
option in a subscriber template.
