12.1(7)E to 12.1(15) mainstream is not an upgrade (!), it's a change from
the "new and experimental features" IOS train to the "only bug fixes"
IOS train.

So it's likely that this NPE is just not supported in 12.1 main line.

Depending on the features you need, you could go to 12.2 main line
or 12.0S (which has support for the NPE400 - 12.0S is "the ISP support
train" in 12.0, supporting most of the nice new hardware).

Rob,

More specifically, the NPE-400 is not supported in the
"mainline" image that you are running.

12.1 >= 12.0 = false

This is one of many things that cisco has done to confuse
its customers.

You probally want to go to www.cisco.com/go/fn or similar
to find out what software supports your hardware.

Personally, i would recommend 12.0(22)S1 (c7200-k4p-mz.120-22.S1)
so you can securely access your routers via ssh.

Other choices do include 12.2T and specifically 12.2(11)T which
supports many useful features such as IPv6, SIPv2, etc.. depending
on your specific needs.
