[nsp] Fast ethernet in 3600 series

Hi,

Everytime I create new sub interface on Fast Ethernet in 3600 series or
define fast ethernet's network address in OSPF configuration, the Fast
Ethernet interface is always down for 1 second and after that up again.
Never experience with it in 7200 or 7500 series.

I have. Some versions of IOS do exactly that in the 7200 series.
(7204 VXR, PA-2FE-ISL-TX, IOS 12.1.5T if I recall correctly.)
Later is not always better. :-(
