Good suggestion, thanks, and if compression is what CCP is it's a useful
clue. I just tried setting both "no compress" and "compress stac" in the
virtual template, though, and the problem seems to be the same.

Because a number of test calls from the telco hit this box, some of the debug commands you suggested produce tons of output, and it's difficult to tell which call is which. I'll get the other debug commands for you, but in the meantime here is the difference between the two IOS's for two of the commands.

Here is the "show run" output. The box has two circuits in it. One is a standard PRI, the other is a telco interconnection trunk controlled by a softswitch communicating with IUA/SCTP. Both circuits work fine under the old IOS, but have calls fail in the exact same way under the new IOS.

What would prevent PPP from starting up?

I'm reattaching the ppp debug from the first message I sent under this
subject header. Where in this process is PPP normally starting? This
is the output of ppp events, error, and negotiation. The first example
is the old IOS, which works. The second is the newer IOS, and you can
see where it fails.

Well, here I will have to admit to ignorance. Certainly "vrf" never occurs
in the AS5400 config. I am not sure what you mean or what you are
suggesting. Could you elaborate?
