New issue 1325 by Kelketek: 403 reports as 404

What steps will reproduce the problem?
1. Set a document root owned by a user other than Cherokee's
2. Chmod that folder to where Cherokee doesn't have x permissions
3. Try to load a page in the folder
What is the expected output? What do you see instead?
Cherokee gives a 404, saying the page wasn't found. I just spent hours
trying to figure out why it couldn't find it when a 403 would have given a
much better clue, and also make more sense.
What version of the product are you using? On what operating system?
Cherokee 1.2.101 on Ubuntu Linux
