Add new preference to show or hide bulk edit

This probably doesn't really need discussion, because it wouldn't change the default behavior of bric at all, just add a new option, but here goes:
The ticket above has a good description, but basically, 99% of our users will never need Bulk Edit, and the few test users that have seen bric 2 so far clicked on "Bulk Edit" out of sheer desperation, because it was the only place they saw the word "edit" anywhere on the Story Profile screen. A pref would be perfect; power users could turn it on, normal content editors get a cleaner UI.
