According to the above your system is already in conflict,
e.g. fedora-package-config.noarch should conflict just the same with
yum-2.4.1-1.fc4.

What yum should had done is to also update yum, but it didn't, so you
need to tell yum explicitly, e.g.

yum install yum

or

yum install yum atrpms-package-config

I don't use yum much, but here it looks as if it knows about the epel
repo but can't find it. vlc works fine on my 32-bit el6 box. There was
a thread here in January that might be helpful.

Fixed it by disabling the epel libraries. I guess that yum wanted to update
the packages to the latest version and that the repositories are broken
somehow. Btw I'm on Scientific Linux 6.3.
