CSS and JS files are interpreted by the same mode like any other file you
are using at your server (html, php, asp or wathever). Take a look if the
files are linked correctly in the directory root, and try to use one inline
page with this resources to view if is that works. You don´t have to make
special changes on the httpd.conf to .css and .js make work.

The users browser interprets the CSS style and Javascript differently, this
is done client side, is that what you mean?
