HTTP_REFERER is already set whenever the browser supplies it, as required
by the CGI spec. The only effect of this patch is to set it to "an unknown
referer" if the browser did *not* supply it, which is in violation of the
CGI spec.

OOOPS... sorry --- I was misreading. What this patch *really* does
is to set the variable for <!--#echo--> in includes. With that, I
agree with Chuck; probably worthwhile, but a new feature.

Hmm - would a more general approach be to make sure that all CGI
variables are available to SSI #echo?
