Whatever we finally decide about no2slash, no one seems to believe
that smashing multiple slashes in PATH_INFO is a good idea, so I left
it as was (which is that multiple slashes are taken out of a copy for
purposes of access checking, but left in everywhere else). For the
rest, the change log is the same as before --- the only difference
between this and the morning's version is a change to the comments in
the sample config files regarding StartServers and MaxServers.
