Apache Parent Process Pauses

I have added AcceptMutex sysvsem as the other AcceptMutex fnctl does not
work at all I get the following when started apache:
Requested serialization method 'fnctl' not available
I am still having the parent httpd process pausing. I had it happen 2 times so
far today for about 1 min each time (one at 3am MST and one at 1:26 pm)
So the AcceptMutex sysvsem did not help at all.
