[xen-unstable] python/xc: do not crash xend if /proc/xen/privcmd cannot be opened

python/xc: do not crash xend if /proc/xen/privcmd cannot be opened

If /proc/xen/privcmd cannot be opened,
start xend occurs Segmentation fault.
Add check to fix it.
