HOSTCC should be used to set HOSTCFLAGS instead of CC.

HOSTCC should be used to set HOSTCFLAGS instead of CC.
There is a case where HOSTCC doesn't accept -Wdeclaration-after-statement,
while CC does. It results in a compilation error.
This patch fixes it
