Bug detailed description:
--------------------------
For the xen-unstable(c/s22764).we assigned PCIE/PCI NIC, PF, VF or USB
device to guest and create it on Sandybridge.when we poweroff the guest,it was
failed.This issue also exists on Westmere-ep .And the guest also failed to
poweroff when we hadn't assign PCIE/PCI NIC, PF, VF or USB device to guest on
Westmere-ep.

Reproduce steps:
----------------
1.assigned PCIE/PCI NIC, PF, VF or USB device to guest in config file
2.create guest by using config file.
3.poweroff the guest,we seen it was failed.

Current result:
----------------
fail to poweroff the guest

Expected result:
----------------
poweroff the guest successfully
