TOC not always rendering

take http://www.wikipedia.org/wiki/Monty_Hall_problem for example.

There are clearly more than one group of == =='s (section)

ive noticed that also TOC doesnt show up when there is only 1 section.

This is all intentional. The TOC only shows up on articles with more than
three sections. If a very long article doesn't have enough sections for it
to show up, add some :-). It is supposed to encourage good editing.
